A lot of people have found this challenge difficult and frustrating. It is! If you're still struggling I have produced a guide that may help. The requirement of the challenge is to kill three targets by fire, get spotted in the scarecrow disguise each time whilst doing it, and you must wait until everything returns to normal state before moving on to the next target. Normally I have the minimap turned off, but it is turned on in this video so that I was able to see that the "search" status has returned to neutral (blank above minimap). The trick to this method is figuring out that the target can also be the witness. I decided to use the Wickerman Easter egg to make things a bit easier. It is important to note that only the target is around when they spot you. Use Fake Surrender and as they approach watch them burn, baby, burn!
